Urban Climate Architects offers innovative solutions for empty spaces above shops in city centers. Our goal? Increasing the quality of life, social control and multifunctionality in urban areas. With our research “Living Above Shops”, we specifically focus on transforming unused upper floors in the heart of The Hague into living space. This fits seamlessly with the urban and economic ambitions of the municipality of The Hague.

Living Above Shops: Life and Dynamics at the Center

Urban Climate Architects is working with the Municipality of The Hague to develop new living spaces above shops in the city center. This research stimulates the reuse of existing buildings and provides more vibrancy and social control. The municipality of The Hague strives for a versatile center with a mix of functions — from living to shopping and hospitality — which contributes to a vibrant city that is attractive for young and old.

The Importance of Mixing Functions

The city center of The Hague, with its historic character and diversity, is the beating heart of the city. By blending functions such as homes, stores and offices, we want to create a dynamic and vibrant environment where people stay longer and where there is more social interaction. This not only increases the quality of life, but also makes the center attractive for diverse target groups such as young people, two-earners and seniors.

Challenges in Creating Living Above Stores

While the idea of living over shops offers many advantages, it also comes with some challenges. Examples include restrictions within the zoning plan, fire safety requirements and possible privacy and environmental aspects. Many historic buildings in the center are subject to protective regulations, which makes adjustments difficult. In addition, many of these buildings are owned by different owners, which can delay cooperation and planning. Moreover, there is often no direct access to the upper floors, which requires creative solutions.

Urban Climate Architects has developed a special assessment model to quickly and efficiently test the feasibility of “Living Above Winkels”. This model consists of three phases:

  1. First Check — Return
    A quick analysis of the financial picture, comparing potential rental income against the costs of renovation and renovation. This gives owners and developers immediate insight into the possible profitability.
  2. Second Check — Zoning Plan and Exemptions
    In this phase, it is examined whether the plan fits into the zoning plan or whether exceptions are possible. This is particularly relevant in protected cityscapes, such as in The Hague, where a balance between modernization and preservation of historical value is essential.
  3. Third Check — Construction and Fire Safety Regulations
    Here, we test the plans against the construction and fire safety requirements, with attention to escape routes, structural safety and specific requirements for inner-city areas.
